States are in various states of preparation for the 2014 deadline by which several key provisions of health reform, including an expansion of Medicaid and the opening of new health insurance exchanges, will take effect. Enhanced federal funds are available to assist states in enrolling as many newly Medicaid-eligible individuals ahead of this deadline, focusing a spotlight on efforts to streamline and improve the efficiency of outreach and enrollment procedures. KCMU's brief discusses issues related to outreach and enrollment under health reform, including topics of interest to LEAs such as: organizational and cultural shifts among eligibility staff, new enrollment and outreach strategies, and the use of navigators and application assistors. -
HHS Publishes Information Highlighting Positive Impacts of Health Reform

The U.S. Department of Health and Human Services (HHS) has released a string of news releases over the last month highlighting positive effects already felt by the early implementation of the Affordable Care Act (ACA), also referred to as health reform. This comes at a time when the Supreme Court of the Unites States (SCOTUS) is preparing to hear arguments about the constitutionality of several provisions in the ACA law. -

On January 5, 2012, Governor Jerry Brown released his proposed budget for 2012-13, addressing a $9.2 billion projected shortfall. The proposed budget assumes the passage of a planned November 2012 ballot measure that would raise $6.9 billion through tax increases on the wealthy and a temporary sales tax hike, and also includes information on automatic trigger cuts in the amount of $5.4 billion if the ballot measure is rejected by voters. -
CMS Releases Bulletin to States Regarding New Medicaid Provider Screening and Enrollment Requirements

CMS has issued a bulletin to states with guidance on new protocols for screening and enrollment of Medicaid and CHIP providers. These requirements are posted in the Federal Register, 42 CFR Part 455 subpart E, and were published on February 2, 2011 following the approval last spring of proposed regulation CMS 6028. -
