About Us

Paradigm has fifteen years of experience in system design and development for health related systems. Additionally, Paradigm staff and principals have over 50 years of combined experience in education and health care.

Biographical sketches are included below for the founder and officers of Paradigm. Staff, not listed below, are leaders in system implementation, training, documentation, software development, quality assurance, technical support and customer service.

Paradigm Officers

Richard Clark - Founder/CEO
Our founder, Richard received a BS in nuclear engineering from the U.S. Naval Academy and a MBA from Harvard University. Prior to founding Paradigm he spent 10 years serving in the U.S. Navy and worked as a consultant for Bain & Company.

Constance Laflamme - Executive Director
Constance received a BS in genetics from Michigan State University and an MPH from Boston University. Prior to joining Paradigm she was the Administrator for Merced County Public Health Department, an instructor at Chapman University School of Health Sciences, and Hospital Administrator and Medical Readiness Officer in the U.S. Air Force.

Key Personnel

Jim De Alba - Specialist, MAA Program
Jim has 25 years of experience working in the area of health and human services and has educational degrees in Business Administration and Economics. He has been systematically and comprehensively involved in developing and maintaining state and federal reimbursement programs and began working with local educational agencies developing initial Statewide Medi-Cal claiming reimbursement strategies beginning in 1993. Jim has worked with Paradigm on the MAA Program since 1998.

Brooke Pitcher Denton - Client Relations Director / Technologies Program Manager
Brooke has over four years experience in researching and evaluating government policies and their application, including editorial supervision of the Annual G8 Summit Publication (2000) and Feminine Fortunes (1999-2000). She uses this experience, and her six additional years experience in business management, project management, customer services and peer management to oversee the Client Relations Department ensuring the highest level of service and customer satisfaction for Paradigm's clientele. Brooke also manages the Technologies Department, supervising product development, marketing and implementation with Paradigm's clientele.

Colleen O'Reilly - LEA Program Director
Colleen is a graduate from San Francisco State University with a degree in Industrial/Organization Psychology. She has come to Paradigm with over 10 years managed care experience, of which 5 of those years were working directly with the Medi-Cal program through a County Organized Health System. Colleen's emphasis within her Medi-Cal experience has been working directly with clients to resolve complex claim issues while ensuring customer satisfaction. At Paradigm, she works directly with and manages the LEA Billing Team to enhance productivity in partnership with continuing the quality of their work.

Paul DeLucchi - Director of LEA Operations
Paul DeLucchi, Director of Operations, has over 20 years experience in billing and accounting operations at Pacific Telesis Inc., Arthur Young & Company and other firms. His particular appetite for detail is well suited to the intricacies of LEA billing. Despite his years at the University of Texas School of Business, Paul is a fourth-generation San Franciscan and lives in North Beach.

Karen Lin - Assistant Director, MAA Program
After receiving her BA in American Studies: Public Health from UC Berkeley, Karen worked as a policy analyst for the California HealthCare Foundation's Medi-Cal Policy Institute and as a Senior Consultant for EMPATH Healthcare Consulting. She brings over five years of experience in developing strategic operational and management changes for hospitals and healthcare systems, and implementing industry best practices. Prior to joining Paradigm, she was an Administration Analyst for Contra Costa Health Services responsible for identifying service gaps, monitoring compliance, and improving access to county health services.

Mary Griffin - Client Manager
Mary attended Pacific Oaks College receiving her BA in Human Development, MA in Human Development, specializing in Administration/Supervision, MSTC and Special Education Certification. Continuing her education at Gonzaga University for a PhD in Education Leadership. Mary has over 10 years experience working in Public NPS and private schools as a teacher, administrator, and consultant. She brings to Paradigm the understanding and experience of educational institutions.

David Huey - Client Manager
David is responsible for the management and fostering of client relationships at Paradigm Healthcare Services. With extensive experience working in Fortune 500, internet start up and private businesses, he has accumulated a background that includes direct management, customer service, account management and sales. His overall goal is to develop strategic partnerships while maximizing revenues and ensuring outstanding customer satisfaction for the client's of Paradigm HealthCare Services.

Bill Walz - Director of Engineering
Bill has over fifteen years experience designing, implementing and maintaining complex systems. At Paradigm, Bill manages the Student Health Network (SHN) web development and oversees scheduling and features. Before joining Paradigm, Bill held Technical Lead positions at leading financial and telecommunication companies.

Rahel Smith, SPHR - Controller and Human Resources Director
Rahel's background includes management of HR, Finances and Operations within both corporate and non-profit sectors. She holds a designation as Senior Professional of Human Resources, and received her bachelor's from Oberlin College. Rahel provides strategic and day to day oversight of Paradigm's financial and personnel functions.
