Constance Laflamme
Owner/Executive DirectorConstance has more than 25 years of experience working with public agency and school-based Medicaid programs. Throughout her career, she has helped shape and inform debates on program implementation and policy in California and has produced numerous publications for school partners and clients in support of the medically underserved and special needs populations. Her leadership is influenced by her experience in public health, hospital services, and disaster medical programs gained as a U.S. Air Force officer. Constance holds a Masters in Public Health from Boston University and a BS from Michigan State University.

Joe Peyton
Director, Paradigm TechnologiesWith more than 10 years of experience in the information technology (IT) and accounting industries, Joe’s expertise is in understanding complex operational procedures and using technology to streamline processes and enhance operational controls. Joe and his team of elite developers, database managers, and statisticians support and enhance Paradigm’s applications to provide a safe, secure, and exemplary experience for users of all of Paradigm’s technology products without compromising the nuances of these programs’ policy compliance. Joe holds a BS from the University of California-Davis.

Brooke P. Denton
Director, Business DevelopmentBrooke has over 14 years of experience in business, project, and account management. After joining Paradigm 10 years ago, she quickly began managing strategic projects to enhance client services and tools for program optimization. Having held positions in Paradigm’s operations, software development, and client relations departments, Brooke has unique insight into bridging Paradigm’s expertise and capacities with our clients’ needs. Brooke, in partnership with her team, is responsible for Paradigm's business development efforts and communications.

Colleen O'Reilly
Director, Direct Service Billing ProgramsColleen joined Paradigm in 2003 and since then has been instrumental in overseeing the direct service billing programs at Paradigm. In the company’s California operations, Colleen and her team ensured a smooth transition to the implementation of a new Medicaid State Plan Amendment in California (2006) for school direct billing services, she has successfully supported more than 25 state reviews, and is consistently called upon by California State work groups to provide direct service billing data verification and program analysis. Colleen oversees Paradigm's direct service billing operations in both Illinois and California. Colleen holds a BA in organizational psychology from San Francisco State University.

Alicia Neumann
Interim Director, Medicaid Administrative Claiming ProgramsAlicia has been consulting with Paradigm's Research and Policy Division since 2009. Prior to her work at Paradigm, she served as the MAC/TCM Coordinator at the City and County of San Francisco for several years. Alicia is now responsible for Paradigm's MAC program operations, developing internal program protocols and systems, as well as best program practices. Alicia holds an MPA in Health Policy and recently completed a Ph.D. in Medical Sociology from University of California-San Francisco.

Amanda Way
Public Policy & Research Division ManagerAmanda is responsible for oversight of the company's policy analysis, research, and advocacy efforts. She has more than eight years of experience as a research analyst, including five years of specializing in Medicaid reimbursement and billing programs. In addition to producing frequent analyses aimed at keeping LEAs, community-based organizations, and other agencies on the cusp of evolving program policy, Amanda and her team have established key relationships with legislators and policy makers to increase visibility and the scope of support for improved efficiencies and full utilization of Medicaid reimbursement programs. Amanda holds a BA from the University of California–Berkeley.
